The National Fire Incident Reporting System (NFIRS) is the standard national reporting system used in the United States by fire departments to report fires and other incidents to which they respond and to maintain records of these incidents in a uniform manner. The NFIRS is the world’s largest collection of incidents to which fire departments have responded.
Why NFIRS in AZ?

Arizona uses NFIRS as the state does not maintain a separate repository of reports
- Reports are submitted and processed directly to NFIRS
- Statistics and reports are compiled by collecting information directly from the NFIRS database housed in the National Fire Data Center

Reporting incident data in the NFIRS – National Fire Incident Reporting System can be accomplished in three steps:

To self-report incident data to NFIRS or to use the free NFIRS Incident Reporting System fire departments users must create an NFIRS user account for each individual reporting. Accounts should not be shared, nor should there be one ‘admin’ account for all users. Follow up with an email to the NFIRS state program manager. Remember to include what FD you will be reporting for. |

Frequently Asked Questions (FAQ's)
1. Is NFIRS Mandatory?
Yes, NFIRS participation is mandatory. As prescribed in Arizona Revised Statute ARS 37-1383 C. 2, the Office of the State Fire Marshal has determined that NFIRS is the uniform system of reporting fires.
Additionally, per A.R.S. 37.1383 C. 2, the Uniform System of Reporting is a qualifying measure now used by the State Fire Marshal for verification purposes when qualifying fire departments/districts for their participation in the Arizona Fire Insurance Premium Tax Refund Program.
2. When should reports be submitted?
A department should submit reports for one month by the 20th of the following month (i.e.. October reports should be submitted by November 20th). If a department has not had any runs for a month, that department should submit a No Activity report. Reporting requirements are the same for volunteer, combo and career departments. If information on a report changes, the department should submit a revised report.
3. How should I submit data?
The process for submitting reports depends on the department’s choice of software. If a department is using the free Federal Client Tool, available through www.nfirs.fema.gov, reports are automatically uploaded to the database when the report is saved. The Federal Client Tool has an online version called eNFIRS. You will need to first register for a profile for your fire department's account. Your state’s NFIRS program manager will notify you when your account is active.
If a department is using a third-party vendor, the reports are submitted by utilizing the Bulk Import Utility.
Once submissions have been processed departments will receive a response stating what reports were submitted to the database, including details regarding any validation errors. No Activity reports are also submitted by utilizing eNFIRS.

National Emergency Response Information System (NERIS)
The U.S. Fire Administration (USFA) is leading a national effort to develop and launch a new interoperable fire information and innovative analytics platform, known as the National Emergency Response Information System (NERIS).
NERIS will empower the fire and emergency services community by equipping them with an empirical basis for decision-making. It will provide the community with reliable predictive analytics to support enhanced preparedness and response to all-hazard incidents, wildland urban interface events, community risk reduction efforts, climate change threats and associated resilience and mitigation efforts, and future pandemic emergency response resource preparedness.
